Bird's Eye View of 40 Dots

Build a LEGO project that has exactly 40 dots when looked at from above.
Even if pieces are added to the top there is no increase in number of dots.
To add 2 to the 38 red dots, she added two white 1 by 2 plates to increase the count by 2 (and not 4).
Also placing "1" tile took away 2 dots so two more dots were added in the same way.
