Start with 4 pieces of trash in base to be recycled.
Place 2 in the last bin, 1 in the next to last and 1 in the closest bin.

Both NXT and RCX can be programmed much the same.
The challenge is quick to solve with timing.
Testing to see if light sensor can be used shows that there is a lag until the light sensor reads more than 0.
Sometimes the reading shows the thin line and the two thick lines.
With a wait for darker icon there is sometimes a problem.
